Consultant Advisors
A panel of early childhood education, second language acquisition and evaluation experts serve as an advisory team to the project throughout the three-year implementation phase. The advisory team identifies project trends and develops annual recommendations in partnership with the project staff.

Craig Chaudron, Ph.D., is a professor in Second Language Studies at the University of Hawaii. Dr. Chaudron is an expert on applied linguistics, classroom interaction and second language acquisition, psycholinguistics, skills areas teaching and learning and research methods. He is the Secretary/Treasurer of the American Association for Applied Linguistics. |

Luis A. Hernandez

Luis A. Hernandez is presently an Early Childhood Education Specialist at Training and Technical Assistance Services at Western Kentucky University. Currently, Luis is working on national and regional initiatives on early literacy and learning outcomes for children, with a focus on the needs of English language learners. He also provides leadership on partnership and collaboration models for programs serving children and families in Head Start, child care, and Pre K programs. |

Marc Winokur

Marc Winokur, Ph.D., has more than 10 years of applied experience with program evaluation in diverse educational settings. He was the lead evaluator on a three-year grant that provided professional development in standards-based education and technology integration to educators from underserved communities. He also evaluated a multi-site grant designed to close the achievement gap in mathematics and science for underrepresented students. |

Mary McLean

Mary McLean, Ph.D., is a professor in the Department of Exceptional Education at the University of Wisconsin-Milwaukee where she heads the Early Childhood Special Education program. She is also Director of the Early Childhood Research Center. Dr. McLean’s research focuses on assessment of young children and recommended practices for young children with special needs. |

Victoria V. Buchan

Victoria V. Buchan, Ph.D. is a professor in the School of Social Work at Colorado State University. Dr. Buchan teaches both MSW and Ph.D. level classes. She has served as principal investigator (and is currently) on a variety of funded evaluation projects, at the local, state and federal level. She collaborates with colleagues — from across the country — on an educational outcomes assessment package that is used by over 200 undergraduate social work programs nationwide. |
