A total of 44 Head Start grantees from throughout the country participate in the national demonstration project over a three-year period.

Each grantee selects up to 30 trainees — primarily teaching staff — to participate in HELLP. The participants receive a guide, workbook, resource materials and onsite training and mentoring based on extensive research about second language acquisition. HELLP participants provide ongoing feedback to continuously enhance each project component.

Participants become members of the project’s community and participate in discussions designed to support English language learners in their program.
